The 19th National Congress of the CPC made major decisions and plans for implementing the Healthy China strategy. The Party's 20th National Congress made comprehensive and in-depth efforts to promote the construction of a healthy China. In the great cause of promoting the construction of a healthy China, the Party's disease control and prevention and control work should adhere to the concept of "people first, life first", pay more attention to the quality of life and the new needs and expectations of health, should take responsibility, improve the people's health promotion program, provide comprehensive health protection, and constantly enhance the people's sense of gain and happiness!
First, adhere to the "people as the center", formulate disease prevention and control and health promotion measures
The main tasks of the Healthy China Action include three aspects: all-round intervention in health influencing factors, special life-cycle health and prevention and control of major diseases, and a total of 15 special actions. In order to implement the Healthy China action, we must always run through the "people-centered" development idea, formulate disease prevention and control and health promotion work in the new era, and highlight the importance of prevention. Prevention is the most cost-effective and effective health strategy. We must unswervingly implement the policy of putting prevention first, adhere to the combination of prevention and control, joint prevention and control, and mass prevention and control, and strive to provide the people with health and health services throughout the life cycle. CDC should also form a "three-in-one" major disease prevention and control mechanism for hospitals at all levels and grass-roots medical and health institutions, establish an information sharing and interconnection mechanism, and promote the whole-chain management of "prevention, screening, diagnosis, treatment, rehabilitation, knowledge, action, management, protection and control" of chronic diseases, so as to realize the combination of medical and prevention, and promote the construction of a healthy China.
Second, we took a problem-oriented approach to solving the urgent aspirations of the people
With the in-depth implementation of the Healthy China project, the quality of life of the people is constantly improving, and their health awareness is constantly improving. Disease prevention and control units should address the problems that the people urgently need to solve.
At present, a disease monitoring, intervention and management system covering the whole life cycle has been established for different populations, including health and risk factor monitoring, children's health care, women's health care, elderly disease prevention and control, AIDS, viral hepatitis, tuberculosis and other major infectious diseases prevention and control, emerging and re-emerging infectious diseases, and health emergency monitoring and management. These systems have laid the foundation for monitoring and intervention of major diseases and health hazards.
A provincial-level cause of death registration and reporting system for the whole population and a national chronic disease and risk factor monitoring system have been established to grasp key health issues throughout the life cycle of Chinese residents and provide basic data for the formulation of national chronic disease prevention and control policies. In the prevention and control of chronic disease risk factors, emphasis is placed on "three reductions and three health", including "reducing salt, oil, sugar, healthy mouth, healthy weight, healthy bones." It has made significant contributions to the change of Chinese residents' lifestyle and the prevention and control of chronic diseases.
During the COVID-19 epidemic, as the main force for epidemic prevention and control, the local CDC earnestly implemented the local epidemic prevention and control decisions and arrangements, and participated in the fight against the epidemic in all aspects at the forefront of epidemic prevention and control, effectively playing the role of the main force and the vanguard of the fight against the epidemic, building a "fortress" to protect people's health, and making contributions to the prevention and control of COVID-19. The people's lives and health have been safeguarded.
Third, adhere to responsibility as the main line,Getting Ahead in the Post-Pandemic Era
At present, the progress of epidemic prevention and control in China has been further consolidated, and it is necessary to enhance the awareness of normal prevention and control and improve the level of risk management. At the same time, we must give priority to prevention, strengthen the health management of major chronic diseases, and improve the community-level capacity for disease prevention and treatment and health management. The national Innovation and Integration Pilot project for the Prevention and Control of major chronic diseases jointly established by the CDC and the Chinese Medical Association aims to explore the innovation and integration development model that focuses on the transformation from traditional physical examination to health management, build the second platform that focuses on health in public hospitals with the hospital health management department as the center, and establish a health management model for the prevention and control of major chronic diseases suitable for China's national conditions. And strive to achieve a landing, sustainable, can promote the health of China action model. The implementation, operation and promotion of the project should be solidly promoted to meet the health needs of the people.
