On the basis of the existing service capabilities divided into two levels: "basic standards" and "recommended standards", for township health centers and community health service centers with less than 10 medical personnel and less than 10000 service population, a new "qualified standard" level is added. The evaluation criteria are: in all basic indicator clauses, the proportion of reaching level C is ≥ 80%, the proportion of reaching level B is ≥ 20%, and the proportion of reaching level A is ≥ 5%.
